libapahce-mod-encoding for Debian

Configuration tips:

  * Encoding configuration dose not work in <Directory> directive.
    You should write config in top level or <Virtualhost> directive.

  * mod_encoding dose not work with UserDir.
    You must use under DocumentRoot.

  * SetServerEncoding must be UTF-8 unless you use patched mod_dav.
