Usage: ON [#|+|-|^|&|@]SEND_MSG [-|^]<parameters> [action]
  This is activated whenever you send a MSG to someone else.
  The parameters for the action are as follows:
    $0    nickname of person to whom you sent the MSG
    $1-   The message itself
