Usage: ON [#|+|-|^|&|@]NOTIFY_SIGNOFF [-|^]<parameters> [action]
  This is activated when someone on your notify list (see
  NOTIFY) signs off of irc.  
  The parameters to the action are:
    $0  Nickname of person who signed off
