Usage: SET SEND_IGNORE_MSG [ON|OFF|TOGGLE]
  When OFF, prevents the sending of "You are being ignored"
  messages when you IGNORE someone.  When ON, these messages are
  sent when then IGNORE is initiated for PRIVATE or ALL messages.
