Usage: SET DISPLAY [ON|OFF|TOGGLE]
  Turns ON or OFF all output.  When DISPLAY is off ECHO can still
  produce a message on your screen.
  DISPLAY is set OFF by default in scripts now, including the .ircrc
  file.  It is automatically turned back on when the script is done
  loading.
