Usage: ON [#|+|-|^|&|@]PUBLIC_OTHER [-|^]<parameters> [action]
  This is activated whenever you receive a message from someone
  on a channel that you are also on which is not one of your
  current channels.
  The parameters for the action are as follows:
    $0    nickname of person who joined the channel
    $1    name of channel message was sent to
    $2-   the message
