Usage: ON [#|+|-|^|&|@]NICKNAME [-|^]<parameters> [action]
  This is activated whenever someone on a channel you are on
  changes their nickname. The parameters for this function are:
    $0  Original nickname for that person
    $1  New nickname for that person
