Usage: NOTE DENY [&<passwd>] [+|-<flags>] [+|-<maxtime>]
        <nick!user@host> <msg>
  DENY is an alias for USER +RZ (default max 1 day)
  This command makes it impossible for any matching recipient to
  queue any Note requests until timeout.

  This functionality may be restricted to IRC operators.
