Here are ALL codes 128 - 255 [== OKTAL 200 - 377 ] 	you see ISO-Latin1

To produce such a letter in Emacs, you type
	  <ctrl>qNNN
where <ctrl>q or "C-q" or "^q" is <CONTROL> and "Q" ,  and   NNN = OCTAL code

BETTER: With 'iso-insert' [now in our default],
------- type ([ C-x 8 " a ]) to get �   --> C-x 8 C-h  gives bindings
NUCH BETTER: with  "/u/sfs/emacs/international.el":
